I don't know if the IAs exchange starbases, but in this case (U.S.S., etc.) it would also be necessary to change the name when the starbases are exchanged. I think a single number per starbase in the name of the starbase would be sufficient, "Ryuoki Starbase 1", "Ryuoki Starbase 2" each name is unique.

When you get a Crisis Manager and you already have a Crisis Manager in place in government, you can't go to the window to decide which one you want to use based on the bonuses it brings. I don't have any save files yet. I will keep the save files when this happens again. It also happened with the Yor. Loading the save file does not allow to notice the bug. I can possibly upload the save file on request if it can still be useful. I did nothing special for the bug to appear.
