(Bug?) Missing Spy Icon On Foreign Planet v3.96

I have a spy on the planet "Valletta II".

Shouldn't there be an icon above the planet when I have a spy on a foreign planet?

If this is normal, is there a way to add this icon by modding?
And also the number of spies for the planet's tooltip?
If not can these possibilities be added?
