I think you unzip Galciv_setup_full.zip into a temp dir then run the setup. You shouldn't need stardockcentralrc1.exe untill you need to update the game.
By then, whatever problems we have had should be fixed aswell.

The AI acts like a really player, I think the problem is your military is to weak. The AI see's that you can't defend your self so it attacks, I know when I play strategy players I usually go of the weakest player. Also make sure your playing on a easy setting at first, by putting the aliens on beginner. ~SDC~
F9 works just ask good, if it was up to me the only way to get to it would be F9 period. ~SDC~
Just move your colony ship into the star, then you should see a pop up to rename the system. Then move your mouse over planet on the right side of the screen, you should then see a roll over of a small colony ship. Then just click on the planet you want. ~SDC~

ahh cheating the one thing that truly destroyed counter-strike for me, I personally think if you have to cheat to beat a game then you are not a true "Gamer". You may just be a casual user and probably doesn't care about scores just with having fun. For those people I would say just play the game on the most basic settings and you will have a blast.
