Have you tried loading the save game without the mods enabled?
I can load save games with and without mods enabled in the current build in steam. I suspect the issue may be with the mod itself.

Are you are continuing an old save game from 1.0? I believe there was fix for this, but you'll only see the fix in a new game.

Are you referring to the "Set Shipyard Destination" window? To create a rally point, click on the rally point tab in the main UI and then the "Create New Rally Point" button.

Can you try again in the patch we released today? We fixed several stuck turn issues
I tried loading your "Campaign Ultimo" save game file from the build live on steam and didn't have any trouble. Are you running any custom mods?
