Rhonin, Asking for financial aid should not explicitly block the treaties. However, asking for money does affect your relationships which may in turn affect whether or not you can form treaties.

Glad that you like the update so far. We are planning on addressing constructor overflow in the next update so that there's no backlog.
The formula is right now 1 sensor power = 6 tiles. The area is rounded up to form a complete circle around the ship.
