Based on my experience, it's very likely that the additional noise is from the GPU fan or the CPU fan working harder due to the game. I have had a couple of laptops over the years that have had an unbalanced or inadequately balanced fan, though, that required servicing.

I have the Retribution expansion, so I find MasterTechDefs.xml in steamapps\common\Galactic Civilizations III\DLC\EXP4_Retribution\Game. If I search on MoveCost I find two techs that alter that.

The aquatic line of morale improvements is not as straightforward as non-aquatics. The Healing Waters improvement is actually an upgrade from the Hot Springs improvement, which you can unlock by researching the Planetology tech in the Colonization branch of the tech tree.

I've been trying to get a roof repaired, too. Roofers are supposed to be here in about 15 minutes. Last week they said they'd be here and they never showed up.
We've had to cancel a cruise from Los Angeles down the coast to Central America, another starting in Rome going around the western Med, and another from Los Angeles across the Pacific to Australia then north to Southeast Asia and then to Japan. We've also had to cancel a trip to Hawaii. We have a cruise still scheduled for next spring from Miami through the Caribean then up to Bermuda and finally to New York, but I'm not optimistic we'll be able to go on that one.

What version (i.e. do you have Crusade and/or Retribution) and version are you on? Some of the more recent updates have had performance improvements in them.
Normally the ships are ejected into a tile right next to the shipyard when they are completed. If you have a rally point set for the shipyard then they immediately move towards the rally point.
