Have you looked at the recommendations in the Support FAQ ? There might be something there that would help. Doing a verify files in Steam is a good first step.
Increase the likelihood of asteroids in your galaxy if you want more durantium. Also turn off improvement auto-upgrades if all your durantium is disappearing too fast due to that.
If you're thinking of starting a new game anyway, might I suggest the Mercenary Role Mod: https://www.nexusmods.com/galacticcivilizations3/mods/119?tab=description It fixes a number of bugs with mercenaries (although I'm not sure it fixes this one), and fixes roles (capital, escort, assault, etc) that are badly assigned.

As far as I can tell, the military power seems to be calculated only from total offensive power, and does not factor in ship defense, evasion, or ship roles. So it is very common for the AIs to have very high military rankings but be paper tigers in reality.

I believe that you can turn down the graphics settings in the Options menu ... hope that helps.

What map settings are you using? You should be getting arable land on at least a few planets. I usually have more than I need (after building Kimberlys on the planet with the most arable land). If all else fails you can play as an aquatic race like the Torians, since they can still build hydroponic farms.
