Yes this is a known issue reported in Beta 6 it's only really serious because the AI responds to the power rating, hopefully this will be patched soon. Although it only really impacts larger games it is a big impact in those games. I actually find this an odd bug, trying to think what datatype they can be using for power that would overflow at 5000, though I suspect that 5000 is calculated from other variables and some of those may be overflowing integers much larger than 5000.</p
You know it occurs to me you could mod space monsters in by changing pirates and making their shipyards look like monsters spawning other monsters. But I believe they have discussed adding these in some DLC or as part of an expansion in the future on one of the dev streams to answer the OPs question, but no firm plans have been confirmed.
As I will never play multiplayer I find the argument somewhat weak. Honestly I think the only issue with the cargo/sensor ship is that it's so powerful in the early game for finding where to send those early colony ships. That could be addressed bu making the first couple of levels of sensor tech take up more space.
I get similar behavior sometimes from XCOM: Enemy Within makes me wonder if it's some how more Steam related, could steam be somehow preventing the program from exiting cleanly.
I think that will be a community effort like a barn raising :-)
I think that is something that will take someone a lot of time and need constant updating as patches and expansions come out, I think you'd owe them more than a beer.
From a MOD users perspective Steam workshop can be great it gives you a lot of search options when looking for mods and you will know when the Modder updates the mod. It makes it much easier for the average user to download and use mods since you don’t have to do a lot of fiddling about putting files in the right locations. On the downside when a mod gets updated you tend to get the updated version even if you don’t want to update it at that time which can break save games

I'd also be interested in the finished project but am busy learning blender for a non-humanoid races mod of my own.
Technically you could use almost any text editor, but Notepad++ is one of the best, you can download it free just google for it.

I think it would add a level of complexity in travelling between planets, that a turn based strategy game could really do without. Because of the way GC3 presents it's map I just don't think it's appropriate.

I doubt anyone will pursue anyone over IP issues, Moo3 pretty effectively seems to have killed the franchise, way to go Quicksilver (RIP). A pity I would imagine the artists would like to see their work used in a worthy 4x space strategy game, the race art was one of the few parts of the game that didn't suck.

(1) you can actually already do they added it in the later beta, there are tabs at the top of the ship list though it's not that obvious, if you click "User" for example you will see only user designed ships.
I think the way adjacency bonus works is pretty intuitive at least to me.

Yes I noticed as the dlc parts have been added to the human category, which means if you aren't playing humans you have to enable all parts to find them.
