I thought this was resolved prior to release about a year ago, however, in 1.6 & 1.7 I've seen this a few times. A specialty tile is occupied by the planet capitol. Why is this? Isn't there a check that states do not place capitol building on special tile? See image below.

Open Borders - One needs to have semi good relationship with in order to initiate this agreement. Should you already have an agreement with the faction, one won't be able to initiate another agreement until that one expired. So playing my current multiplayer game, with 88 factions and limited planets there is a great need for events that provide Ideology points. Unfortunately Multiplayer is excluded from mega events so no extra Ideology events. Therefore one only gets points by colonizing which we've only been able to colonize a couple planets. Needless to say, in this game setup Ideology is a mute point and a wasted feature in the game. Please think about adding these events to Mult

In the most current build of the game, I just had a planet flipped a few turns ago, yet it still appears on my planet list of my planets. I am unable to remove it. see image below... Ticket # #LQW-979-83086 Also, saving and reloading game reset the values so the save game won't be much help...
