For most cases, nearby planet means the same sector. The only exception is influence modules which affect all of the surrounding sectors as well. You can be of any alignment to build (and use) terror stars!

In the near future, when 1.21 comes out, it will match AP in that you get several free starbases according to map size, and then they cost 150BC multiplied by the number of starbases beyond the freebies.

I just submitted 16 games that I have played over the last three days. All of them are different games. I accidentally submitted one twice. It did not register two separate games when I did so (it basically ignored the second submission, since it was the exact same score). It is possible to finish a maso military victory in about 30 minutes if that helps. ;)

One more thing about unoccupied stars in AI space. There is the occasional "Precursor star." It usually has a PQ 9-12 planet and it's base influence can be between 10-50. If you find one of those in the same sector as the AI, colonize it for a huge influence gain.

Military victory really doesn't take that much longer. If you alpha strike (not terror star alpha strike--that's different) you can finish very quickly. An alpha strike consists of isolating one race for anhilation. You move all your ships and transports into position, then in one turn BOOM! One fewer race to worry about with no reprecussions (you can even trade with them if you want--just make peace with them and trade away before they disappear LOL)
