I agree, if repeal didn't actually reverse the effect of the UP resolution, this is a bug that should be in the Support forum.
As to the intent of the post, at this point in the beta I can't say that the game will be better than GC2. There's a long way to go, though, and the direction I'm seeing in the technology trees, the ideology trees, and the robustness of the game give me confidence that Brad and Stardock will come through once again. So I'm not regretting purchasing early.
See, that's the only reason why I don't like that GC3 requires Steam. Steam keeps track of how many hours you play, and I don't necessarily want to know that. If I knew how many hours I'd played GC for OS/2, then GC1, then GC2, I might not want to play GC3. Or any other game. I think the same thing applies to buying a ship after partially building it. You still have to pay the full cost.

The same problem (among many others) has been reported in this thread for the Pragmatic tree. One wonders if it exists in the Malevolent tree as well.

What size map are you guys playing on? The freeze problems seem very common, yet I haven't seen any freezes and only one crash, but then I've only been playing on medium maps.
The choices are labeled A, B, etc. After the vote, there's a little A/B/C in a circle at the bottom of the picture of the opponents that shows how they voted. It took me a while to figure that out.
Much later in the game the same thing happened for "Beacon", and for "Affinity". This explains why I was able to move through the tree so quickly last game. Edit: Same thing on Radiant. I had 144 benevolence points, Radiant required 143, and after unlocking it I still had 144.

While progressing down the Benevolent Ideology tree I chose Benevolence, Pioneering, Mindfulness, and Breakthrough. After each of those choices, the number of points I had accumulated (shown in the upper left corner) was decremented by the number of points required for each choice. I established a new trade route in a game I am playing as the Altarians, and similar to the original post, the Trade tab shows the income as 6, but the economy tab says 4. I put a saved game in Dropbox at this link. I quit the game and reloaded the save and saw the same values on Trade and Economy, so it should work for you.

If you have a saved game that can reliably reproduce the problem, read the forum post I indicated in my first response to this thread, gather the information they say they want there, and open a ticket to support, sending that information and your saved game to them. This sounds like a serious problem, and it deserves a ticket opened to support.

The Economy tab of the Govern window lists United Planets Taxes as one of the items under Weekly Expenses. However this value always is zero (at least in the 2 games I've done so far). While in the United Planets tab of the Diplomacy window, it lists the costs of each resolution, and totals the UP taxes at the bottom.
