If I start a new game, I can build the starbase successfully. So the fix works, I should have just abandoned my old game.

When I started Steam I noticed a small update being applied to GC3, was that this patch? Does it require a new game? Because if it was the patch, and if it didn't require a new game, it didn't work - I loaded up my last save and still got the crash when I tried to construct the starbase.

I went ahead and opened a ticket for the problem, and sent them my crash dump, debug.err, etc
I just saw this same error, a crash when creating a starbase as Iridium Corporation. The debug.err says that a crash report was uploaded to Steam. My debug.err is here.
I've verified that this problem is fixed by the .41 opt-in beta patch.
@peregrin23 - Thanks, that's very helpful if indeed you're correct about the way it's supposed to work. Eyeballing it, my class 15 planet looks like it has about 8 or 9 spots on land where tiles could possibly appear. If I have time I'll try researching the next terraforming tech to see if any of them appear. BTW, if that is the way it works now, it means that there won't be any tiles out in the middle of the ocean like there were in GC2, which in my mi
On all the other planets I have, if I select Soil Enhancement or Terraforming Plant, one or more tiles are highlighted, and I can then choose one of them to enhance. On this one planet, no tiles are highlighted to allow me to choose.

I researched the tech that is supposed to unlock the Stadium improvement (Interstellar Tourism), but do not see it as available for building on any of my planets. Has anyone else seen it?
Did you by chance enter a name for the saved game and then click on "Done" instead of "Save"? That got me the first time I tried to save.
Is there a cap in place in the beta so that you can't improve a class 15 planet? I have one and cannot select either soil enhancement or terraforming plant on that planet, even though they work on other planets.
As requested, I ran the support tool, opened a ticket, and attached the zip file to it.

Never mind about the tile bonuses, I just figured out the difference between the green up arrow and the outward pointing arrows. Text is still clipped, though.
The same misspelling is present in the Consulate tooltip.
In the tooltip for the Technological Capital, there's a misspelling: Influance instead of Influence.
The tooltip tells me what the bonus does, but the text in the upper right is clipped, and it's not clear if the bonus is for projects built on the tile or is for projects built adjacent to the tile.
The star highlighted in this screen shot doesn't show up on the map even though I've already discovered it.
I'm on 340.52 with a GTX 780M and don't see these symptoms. I tried running fullscreen at 1920x1200. windowed at the same resolution, and windowed at 1680x1050. Jack, I assume from the screen shot you posted that this happens pretty much as soon as you start the game? I played 4 or 5 turns, tried zooming way in and way out, and still didn't see the lines.

I've been on a trip since beta 3 became available, and today is the first time I've had wifi during that time, so I'm coming in late on this. I was able to download and fire up beta 3 (quick start) just minutes before leaving on my trip, and saw the same thing reported by the original poster.
