Hyperion techs are available to races with the Starfaring ability. I think the Arceans have it, or you could use it with a custom race. Starports are not available to synthetic races, or those with the Zealots ability. What race are you playing as? And yes, you can add a commander to any fleet. It add a "command ship" to the fleet, and you get greatly increased moves and some extra logistics for that fleet. Definitely worthwhile.

I typically find it by looking in my colonies list and finding a planet with population 5 (when the cap should be 3), and then checking to see whether auto-upgrade is turned on for the planet, since turning that off is always the first thing I do after colonizing or invading a planet. Of course it's been a while (before 3.00) since I built it.
It doesn't always show up in the home system, I've had to look around for it.
I have never seen the black hole problem, but in my latest 3.03 game I do see a noticeable slowdown during AI turns. For me it's not a problem, but it is noticeably slower than previous versions.

What @lyssailcor said is correct. Your changes need to go into the mods folder, and you need to start a new game to see them. When a game is started all the XML is saved in the saved games, so changes aren't seen until you start a new game.

In the planet window, the tooltip for Corrosive World says "Temperatures are too low for standard colonization ." That was probably copied from Frozen world and not properly updated.
In 3.03 Intrigue the AI still does not know how to use the special government ships like the Prefect. Instead of putting it in orbit to get the +5 to all construction, the Altarians are flying it around the galaxy as a scout.

Last year there were a flurry of reports that MalwareBytes was reporting false positives, and the local (Utah and Nevada) company that made my laptop recommended that it be replaced by Super Anti-Spyware. I had been using MalwareBytes up to that point and have been using Super Anti-Spyware since and have had no problems with either. My point is simply that there is an alternative to look into. Wow, thanks for the quick changes! Here's another one that might need to be fixed. The Colonial Hospital has a flat +0.2 to growth. Its upgrade, the Xeno Medical Center, has a flat +0.1 and a multiplier of .25. For most planets, the change from a flat +0.2 to +0.1 is a downgrade, even with the additional 25% multiplier. For my own games I have "fixed" this by changing the Colonial Hospital to have a +0.1 flat growth, the same as the Xeno Medical Center,

I've been using Fences and Start8 and now Start10 for quite a while now, they are a great help to me. If I hadn't retired last year I think I'd be trying Groupy as well, but with what I'm doing now it looks less useful than it would have been while I was still working.
That does explain it, thanks. I do have the overlay enabled, so when I clicked on the "Steam Workshop" button it brought up the Steam overlay, not a web browser.
I hate those "works for me" posts, but here's another one. Last night I subscribed to two races from the workshop (from inside GC3) and they downloaded and are available in the game.
