The number one thing I would say about 4X, and GalCiv games in particular is that if you like making every move, doing everything yourself in combat than this is not the game or maybe even not the genre for you. You may order that Fleet 4 attacks Enemy Fleet 3, but after that, your shipmen/soldiers are on their own. They will live and die on their wits, not yours. Yes, but isn't it almost inevitable in gaming that there will ultimately be One Best Way - ie with "FTL: Faster Than Light", missiles might be cool and everything but ultimately anyone who wanted to do well stuck with Lasers. Frogboy is well aware of this problem. It's an annoyance rather than an embarrassment and he's acknowledged that embarrassment is a bigger motivator than annoyance (he's annoyed that the AI does the Park My Ship In Your Space, was embarrassed that the AI needed to learn Planet Development For Dummies 101).

Playing a game on Insane map, 6 gifted Random Majors, abundant Minors. When you pick the number of Random Majors you want in Game Setup, a number of logos equal to that picked are turned inwards so you can't see them. Does that mean that, for example: You pick 6 Random majors and 6 logos are turned in. The remaining ones that you see are the logos for the Terran, Drengin, Yor. The idea of retreat, as joeball123 says, would be an absolute PITA unless there was a mechanic by which you could only retreat from a battle situation before you took a certain amount of damage (10%, say). The game makes it so that any enemy that attacks you - and you attacking any enemy - takes out your navigation etc first, so that yep, you can fire your guns and stuff but you can't maneuver to actually shoot too accurately. Fair points, but I think there needs to be differentiation between decisions that only affect a colony (building placement, starbase improvement around a particular colony etc) and decisions that affect the entire empire (ship design, fleet formation and so forth). That's the same for all ideology "gifts" (cough) as I understand it. Timing seems important in choosing which path to take: For instance the "No one declares war on you for 50 Turns" option. Why would you waste time getting that when it's only Turn 25 or so and no one's capable of attacking you anyway?

Does something like this need to be a bug - Ie why shouldn't a Race within the UP defy a resolution? That leads to resolutions where a Race is somehow punished for defying that resolution.
I do like the idea of expanding the Diplomacy scale to 100 as naselus suggests - I think something that has a negative effect on your relationship with Race B should eventually lead to them putting you on their Shit List but it shouldn't be a linear "Every Turn, they get this much more pissed off that you're doing this thing" . There should also be a modifier in Diplomacy based not on what the relationship level between you and Race B is but on what Race B kn
