Possible ideology bug?

Not sure if this is a bug, incorrect game text, or me doing something wrong/missing something obvious.  I was playing as Iridium Corporation yesterday and, as there is no direct way to win the game via amassing a fortune, decided to go for an Influence victory.  As such, I took the whole Prominence tree under the Benevolent ideology.  The 3rd one says that it causes planets and starbases within your cultural influence to flip to you.  Indeed, for planets it worked fine... it was difficult and needed me to exert effort to make it happen, but that's as it should be for getting free planets.  However, it doesn't seem like it works on starbases at all.  I had about a hojillion enemy starbases all through my ZOI, even deep in the interior of it, and not one of them ever flipped to my control.  So is this bugged, or is the ideology simply worded incorrectly and it's not supposed to work on starbases, or am I an idiot?

I have not played recently however that perk is intended as a one time event

 

all planets and starbases in your zoi when you take the perk should be flipping there is no lasting effect

That's the same for all ideology "gifts" (cough) as I understand it.

Timing seems important in choosing which path to take: For instance the "No one declares war on you for 50 Turns" option. Why would you waste time getting that when it's only Turn 25 or so and no one's capable of attacking you anyway?
