There are many variables in a battle... Speed and accuracy play a big factor beyond the hard numbers... The 7 will not do any damage and will give you up to 3 damage per round which may be several times before the other weapons hit... the 14 and 7 will provide up to 21 damage depending on speed and accuracy and several other variables... Here is my guess.. The lasers on the enemy are highly accurate and fast shooting several times it takes your other weap

This is an issue w/ the UP vote to not allow any race to build a star base or colonize any planet in any other players ZOA. For whatever reason it's not allowing you to then colonize any planet outside of your ZOA. The project says N/A because it's ongoing w/ no end date, it will continue until you choose something else from the projects or something w/ a time limit which will auto fill and get worked prior to the project.
Thalan Contingency - According to the trailer for Galactic Civilizations III they seem to be the driving force for the attach on Humans. As they state that the Humans are a plague. Wow I must be one of the only people that haven't had any issues w/ freezing, I get the random ctd but normally that is once every 4-7 hours of play. Game seems very stable to me. :S
