voting is based on a strength of vote voting... See below... Race A has 21% strength in galaxy Race B has 22% strength in galaxy Race C has 41% strength in galaxy Race D has 10% strength in galaxy Race E has 6% strength in galaxy So if Race C and D vote Yes and Races A, B, and E vote No Race C & D win.

I still think the higher end terraforming options should be dependent on a resource/trade good. Such as get 1 of resource x get terraforming option with 50% land, get 2 of resource x get terraforming option with 45% land, get 4 of resource x get terraforming option with 40%, get 8 of resource x get terraforming option with 35% on down.... Obviously there would be a cost involved as well but you get the idea.

I agree starbases defenses should be relevant and should work the same or similar to a large ship, or why even have defenses? Beyond that there is only so many defenses that can be added to a starbase and that's where docking other ships to defend come into play.

not much difference from 8 to 10 planets :S ,and according to the UP you the Iridium were 1st with 44%, I was second with 26%, You were 3rd with 16% and, the Drengin were 4th with 14%. So with that being said the Iridium were doing better than you and I combined. :)
