Crusade is not required for Retribution. Administrators recruited through "governance" techs if you don't have Crusade installed. There a few techs in the age of expansion that should get you going. However, if you have Crusade, then you get Administrators through Citizens. If you are unable to get Administrators (with or without Crusade installed), please let us know.
