In addition to changing the game setting for how often the UP should meet, as Rhonin said, (sorry can't quote right now), perhaps there should be a UP Resolution for meeting frequency that modifies the in-game setting? So one could, for example, halve the frequency?
A "picket line" concept is pretty much begged for in the game. One often just wants a ship to go from here to there, and back again, repeat forever.

Perhaps the rate of research speed selections should vary with the size of the map. In other words, not only should the rate of research be adjustable as an independent variable, it could then be further modified by the size of the map.
