Downloaded the file, loaded the file, signed a deal proposed by the Arceans, and moved a couple ships. No problems.
Did it work before? If so, when did it change? You could undo the Beta thing since the 2.8 beta is old news with 3.0 release out there.
There is no maximum per map size, to my knowledge. There is a hard coded limit that is about 100 total players. There is probably a defacto limit on smaller maps since 100 homeworlds won't fit. Are you really looking for more than that?
Caught both of these. Quill's session was interesting and informative. Angry Joe's session was hilarious and a lot of fun as well as interesting and informative. The AI got to show off. That worked out very well and a Genius AI thrashed poor Joe. (He was warned, but insisted on one AI player as Genius.) There were several on the chat that were impressed and I expect you made a few sales.

I use the Pragmatic choice for 50 turns of peace. I lost it when I chose another Pragmatic perk and spent my Pragmatic Ideology points. It happened by my own clumsy misclick, and I was upset with myself. I had to switch to military development when I had not planned to.
To me, the Shopping Center feels like it should be an upgrade to the Market.
Here is my idea of a great start, Asteroids to develop and a star in range. I have bigger maps and neighbor stars are rare.

Check out https://forums.stardock.com/486732/galactic-civilizations-iii-support-faq . The link is for GC3, but I have seen messages that seem to say they handled tickets for this. If you have Stardock codes, they may be able to gen up Steam codes.
There is no wasted production. There is only saved production that hasn't been used yet. Hover over the empty space at the bottom of your build cue and you will see the amount of unused production. Whatever you next build will have that production assigned to it on your next turn. This is in addition to your normal manufacturing per turn and still limited by the one item per turn production limit. The same is true for both ship and social manufacturing cues.
Agreed. I thought it was just my eyes going bad.
If you want a break from aggressive neighbors, try the Pragmatic Ideology that gives you 50 turns respite from being attacked. Timing when to trigger that break can make a lot of difference. As for gameplay advice, keep trying different things and see what works, what you can leverage. My trick is advanced research, but it takes a lot of work and is early vulnerable. That is why I learned to use Pragmatic Ideology in general.

I consider my initial buy-in to be finally paying off. I have enjoyed the game since Beta, but have been waiting for Brad to get hands on with the AI. It bothers me that so much in the mechanics has gotten nerfed in the name of progress, but it has been progress. All I can say is please Brad don't stop now. Thanks!

Why should you need to deal with someone else's shipyard? There is nothing useful that I know of in owning another player's shipyard.

As an experienced user of the animation engine, I conclude there is no relationship between the rotation and movement frequencies. There is also no control of the phase of either action, so that kind of synchronization is not available either. :(
