Do you have a savegame before you invaded the planet?
My first guess is that it might be caused by an ability or tech that grants fighters to defend. If you would upload a savegame and post a link here I could take a look at it.
Alternatively, an anti-virus program might be interfering, try white-listing GC3 and see if that changes anything.

The AI sometimes uses colony ships for scouting, thus if they find a suitable planet it will not take time to make a colony ship to send to the planet. In the first example it seems to be going to the star and then changes direction to the planet. For the second in my test it actually redirected the colony ship when a scout ship found a planet around Wurmgiberg.

I loaded the save and the Bazaar button was clickable for me. Do you remember any steps you might have taken that could have caused this?
Just because it is in a wiki does not mean the info is correct, that info could be out of date. That isn't even the official wikia.
