Another possibility is a 3rd party program interfering, like an anti-virus. Try whitelisting Steam and GC3 with any such program you have.

I loaded your savegame and could not replicate the problem. I managed to progress several turns, entered the research screen multiple times. There are some icons of planetary improvements missing. Are you using any mods? I suggest verifying integrity of game files.
I've tried reproducing it on my end and graphics settings changes are being remembered. Go to Documents\My Games and verify if the folder GC3Crusade doesn't have read-only selected and also check on the Prefs.ini file in it. Is it only some of the graphics settings that aren't being remembered or those this apply to all?

Most likely. I replayed the mission today and finished it without problems. The save would have to be before the problem occurs so we can tell what went wrong. Also did you take the planet by invasion or culture flip?
You wouldn't happen to have a savegame before you captured the Guild planet?
Well this is odd. What DLC do you have and which version are you playing on? Are you using any mods? Edit: Oh, and what resolution are you playing on?

Go to the folder Documents\My Games\GC3Crusade and rename or delete Prefs.ini If that doesn't work try renaming the entire GC3Crusade folder to something else like OldGC3Crusade

Right click on GC3 in your Steam library, click Properties, then go to the DLC tab and make sure that Crusade is installed. If the problem continues go to the Local files tab and click on Verify integrity of game files.

Why should it be CulturalInfluence? CulturalInfluence already has InformationHubModule, which upgrades from CulturalForumModule.
I see the problem. CoordinationTempleTech has EnvironmentalEngineering as a prerequisite, which has XenoAdaptationTech as a prerequisite, which is excluded from SyntheticLife. I'll add this to the bug list.
The 4.0 beta has been updated with a fix for this. Please give it a try and tell us if it works.

GC3 wasn't made for DirectX 12.
