That was a typo in the changelog. It should have been in reverse from 200 to 2.

Glad to hear it was fixed for you, Rockman. The_Tourist, what I suggest you do is excluded your steamapps folder from any anti-virus/security programs that you have running and run Steam as an admin. Then validate integrity of files for GC3.

I just stared a game with the Thalans using the opt-in patch and the tech is there. You can use the search function to look for it. If it's not appearing for you kindly open the debug.err file, located in \Documents\My Games\GC3 or \Documents\My Games\GC3Crusade, and check the first line what the version and build number you have.
This is odd, for some people it seems the expansion is not being installed properly by Steam. I'll report it to the devs when they arrive at the office. In the meantime could you check if your antivirus might be blocking it from installing?
That's normal, those files are changed when starting the game and when Steam validates it sees that they are different. What I suggest to try is go to steamapps\common\Galactic Civilizations III\Tools and run EverythingButCampaignData.bat
Found it when playing as the Altarians. Also there is a search function in the tech tree.
Try restarting, as for graphics you could go to Nvidia Control Panel, Manage 3D settings and force it to use the graphics card when running GC3.
