I haven't looked closely at the specific values, but I do know that when I build each improvement, the planet morale does go up.

Please enable keypad movement. Yes the key mapping will be different with hexes (6 directions) than squares (8 directions), but we can get used it. There are several benefits with keypad movement, not least of which is getting your hand off the mouse. Also, you have much finer control over movement - you can actually retreat when you detect that enemy fleet. To try that level of control with a mouse leads to instant mouse finger cramping.
I like it the way it is. You quickly learn not to screw around near black holes.

Yeah, I've done that. Works a treat, if you can afford it. In GCII you could "upgrade" to the same class for very little. Don't know if that holds in GCIII. (BTW, in the example my DNs use Thulium and I'm out of Thulium so that may not be an option.) And now! What's the best way to deal with ship repair. I've a 1000 HP dreadnought that is knocked back to 100 points. Send it to orbit a planet? Into the same hex as a shipyard? Or do you form a small group of high-repair auxiliaries that sit back behind the lines? Or just poof it and build another?
