The minor world has to be within sensor range of one of your positions. They're not in the UP so you can't use the Diplomacy screen.

Either there's at least two bugs here or it's 'only' a display bug. With the first ship consuming your entire Thulium supply, you should never have been able to build a second.

I am surprised at how easy it is to conquer a planet in GCIII. If there is workable defense, I'd like to know it.
I my case, the other game can't use it because it wasn't available at its start. Presumably when I start a new game it will be available - locally. Displaying the surface of a globe as a rectangular map is admittedly grossly distorting. IMO something less distorting like Winkel tripel projection is probably not worth it. But most distortion occurs near the poles, making wrapping there impossible. Yet whatever the projection, the side (longitudinal)
BTW, there are warnings on the Notepad++ 64-bit edition , that it isn't ready for prime time. But I've been using it for some time, along with the supposedly unstable Dictionary, and have had zero problems. Other than a few basic ones, very few plug-ins are available for it yet, but if you don't need them, I'd go for it.

What happens to the population when the world has more population than it can feed? Does it decline slowly? Does Morale suffer as billions starve? For that matter, how do I get a world with more population than it can feed? These appear to be captured worlds. Do some races have intrinsic fast food bonuses?
