I can tell you for GCII. In the tech definitions file (techtree.xml for the base, then one for each race that are mostly tweaks), for each tech there is an attribute with a nominal range of {0..100}. There is also a flag that I don't recall the proper name of. I rather suspect that GCIII is doing something quite similar. First figure out how to mod, and where to put the changed files. I don't play with Music so can't say definitively that sound goes out, but there are periods when I notice that the game is suspiciously quiet. So this might not be unique to you. (I don't have Crusade.)
Define what you mean by "bad". They all increase production. Thus they eventually pay for themselves. Is your criteria that they take too long to pay for themselves? How long it long enough?

It might be related to the number (or %) of planets that you control. In my first big scenario I won a Diplo Vic and scored X (I forget). Then I continued to play to get some experience and every session I started I got a Victory! screen and the score was higher and higher. But of course everything was bigger, so no clue why.
So what goes into a game score? I score 17. What does that mean? Why didn't I score 21? Is there something I can do to make my score better?
What version of the game? What flavor (base or Crusade)? Admins are different between these.
Finally! I lost a 14 ship fleet denting the last stronghold planet, and that seems to have motivated the Thalan to clean out orbit so I could invade. Total time: 170 turns (3.5 years at wk/turn). Score: 18. Whoopee. Now I have to carve my way through the right arm of the Drengin Empire to get to Earth. I think I'll take a break.

Backed up a half year to try the new strategy. Without me on the front line the Big Bug finally delivered and took out the main Drengin planet without AFAICT breaking a sweat. Of course, the Planetary Invasion tech I gave it helped... So victory is in the offing. Now as for bugs (the s/w kind) not only is the -3 Admins still there, but the game seems to forget tech. I had to negotiate Open Borders** and Research Treaty twice each. There's no Exploration T
Me too. The first one was good. This one is frustrating because you can't even see the strategic situation until you're nearly two years into it.
