If you are talking about how many anomalies should appear, there is already a setting for that in your galaxy setup before starting a game.
Here you go ... There were somewhere between 6 to 10 notifications when the new turn started, then I had a pop-up about a shipyard mission completing, then a trade offer from one of the AIs, and when that was cleared the notifications were gone. On
It just happened again, as @rap33042 described. The turn ended, the screen was updated, the notifications were there, but then a UP meeting window popped up and afterwards the notifications were gone. In the past, if I've had enough notifications so that they needed a scroll bar, when they disappear the scroll bar still shows, and I've been able to make them come back by scrolling the scroll bar up and down.
Back on July 26th I remarked that the problem with the Notifications disappearing might have been fixed. Well, it hasn't. I started a new game yesterday on 3.8 and while the notifications are not disappearing anywhere near as often as they used to, it still happens sometimes.

Spatial Manipulation is in the Colonization tech tree between Artificial Gravity and Interstellar Travel for me, playing as a carbon-based life form. What race are you playing? Silicon or synthetic maybe? Once you have that tech you should be able to build a ship called a Stellar Architect. It requires an administrator just like a colony or constructor. Each architect ship can build a hypergate, and once you have more than one of them you can connect them to form hyperlane
In my current game, the 3.8 Ascension icon looks like this, with the mouse over: My question is, what does the 39% next to the icon (in the upper right corner of the picture) represent? It's not the percentage of crystals I own, that's 13/27 or 48%. And it's not the chance of an Ascension victory shown on the Victory window, that's 65%.

I got the 3.8 updates in the middle of a long game I started on 3.7, so I suspect that I might be seeing only some of the changes. But so far, I like the font changes, I really like the new Ascension Crystal icon, and the change to show ship production is very good. Something you didn't mention, since I got the 3.8 update the problem with the notifications disappearing has gone away. Was that something you fixed or have I just been lucky so far?
My favorite is my own custom race, an aquatic ancient/vigilant civilization.
Have you tried? I have to admit I've never tried it in GC3. I think I did in GC2 but I don't recall it ever working. I don't think I ever posed enough of a threat when I did.
Long before Stardock added the Administration Center, I created the "Administration Training Institute" mod, which does essentially the same thing but does work for synthetic races. It still works as originally uploaded. You can find it, if interested, on nexusmods.com. I'd provide a direct link but I'm on the road and posting from my phone. BTW, in case you are concerned about AI balance, I find the AI builds more of them than I do.
Ever since tech and resource trading with them was disabled I set minor races to none when starting a new game.

I'm on a cruise to Iceland and Norway, and I post this in hopes it will give you a chuckle. In Iceland, in a town south of Reykjavik, I saw a sign for a Hotel Borg. And in Norway, at a Viking Museum, the display said that the Viking who established the first permanent colony in Iceland left Norway from a settlement named Borg.
