I fully expect that when the final optimization is done before launch the Ram requirements will be eased and be much more in line with their recommended specs. However, the very large maps will still work a lot better with more, so there is still every reason to upgrade if you can. My 2c as always.

I was able to play fairly well with 8gb. Judging from my CPU monitor (I use ALL CPU Meter by Intel) I was regularly using just over 6 gb while playing, suggesting you are really hammering your virtual memory. And I have a four year old Dell Studio XPS. Suggest you bump RAM up to at least 8 gb...16 gb if your system and wallet can handle it. Many people have said it helps a LOT, and I am now one of these as I noticed considerable smoothing going from 8 -> 1

Thanks! I should not have written my suggestion about virtual memory as if it was the last word, now that I think about it. I have update the original post. I am still adding a bit here and there as helpful suggestions come in and things occur to me (today see the link added on windows optimization.) So it is still a work in progress. Appreciate the positive feeback!

Many good points, many of which, as you suggest, are very likely to be overhauled as the game is polished, etc. I will just make a few comments. I agree with this generally. My view: The ships should be automatically fleeted and in guard mode near the shipyard that produced them. Problem is, if you try to put them in orbit, you will likely find at least one situation in which the orbit is already full, so more complications ensue. I think one part of the answer is just to have a lot more stuff in each track, where the later bonuses tend to get better. Then there is little incentive to multi track. The problem arises because with the current build if you play an large game and because there is a strict limit to the number of AIs, with the bigger maps there are too many possibilities for building ideologies. Tourist ships are abstracted. Rightly so....I don't want the extra cycles keeping track of them. Freighters are not molested unless you are on very bad terms with the local population, but that's another mechanism. Everything else is suspect, I agree with androshalforc.

I have had the problem that, for example, after exiting Galciv3 I can't immediately exit Steam because it claims Galciv3 is still running. But it only lasts a short time (couple of minutes? haven't timed it carefully). Similarly if I try to exit Galciv3 and then immediately restart, same thing. This perk is on the pragmatic track. I just did it. Had to compensate on my tax collection as my economy went south! Also had to spend a lot of time organizing and fleeting up the new ships. Appreciate the explanation. As I said, I suspected that things were ok --- these aren't examples of influence just blatantly being wrong (right on top of a high influence colony, for example). Well, my 2c is that you should have an option of building any level of a building that you have researched. But the cost of building the higher level building should include the cost of the previous buildings. To reference GC2, in that game (unless I have a huge blind spot) you can only build the highest level of building. My strong impression of the game as it now, pre-balancing, is that beams are ridiculous. Facing an AI with beam/shield ships, I built missile and mass driver boats that had strong shields. Went into battle and got wiped out. Ships blown apart before they could fire. Did far better just building beam/shield ships myself, which doesn't make any sense (by the way I might add that free upgrades to ships allows one to experiment with this stuff, so very useful

My first thought is to rename your My Games\Galciv 3 folder, validate the game files in Steam, reboot your computer and start a new game. Personally, I was able to continue a saved game successfully, but if anything happened I was going to follow this plan, as a start.
