The change for the "green indicator" during movement is another problem. :) Here, sometimes, the green indicator can have, say, 6 hexes for moves, but the ship has only a movement of 3 hexes.

It's the role of the scout to discover new areas, and look at the second image, there is fog of war everywhere. And, it's the same for an already discovered area, and even if the full area is completely visible (all area discovered and monitored by sensor ships).

Beta ver 0.95.5.0 During a game against the Thalan civilization, I was unable to declare war on them. They only had 1 planet, so it can not be the Pragmatic Negociator I trait, there was no U.P. resolution, and I had no treaty with them.
