If you mean the Battle Viewer from GalCiv 2, then no, that's not in yet. If you mean space combat in general, then yes, that's already in. However, there are no combat effects at the moment, and destroyed ships simply vanish.

Carriers have been confirmed a long time ago. The devs have talked about them in a bit more detail during the live-streams (either the first or the second one, I don't quite remember), but anything said is still subject to change.
