The only "workaround" (not much of it, actually) I found was to reload from a really earlier save, somewhere around 10 turns at least.

it will still work, but some techs won't have a name. the terraforming tech will still work in your existing game :) most of the AI improvements will not work though, you will likely need to start a new game.
is it on Steam Workshop? :) (your mod)

I think it's fixed in the new 1.3, it was a problem related to money :) But I don't want to disable surrenders, given the AI's tendancy to spam ships&starbases everywhere it was tedious to run them down.

Was happenning in 1.2 also, I've reported it. It does not seem to always happen... once in a while, the spending wheel resets iteself correctly, I don't know why.
Sort order As it is now, if you sort a planet by order of happyness and go into the colony to make adjustement, when you come back, the order has been resetted to the default one. This should be changed so that the order remains fixed until you change it. Wow. I've started a new game with 1.3, my 1.2 game was stuck. Back in 1.01, surrenders were just allright. With 1.2, it seemed like a race would almost never surrender, even when they had 0 planets left and 0 transport ships, only warships. Now in 1.3... First the Drengin surrender to the Iridium while we're about equal strenght, then the Iconians surrender to me with 1/4 of the galaxy....

There are sometimes "opt-in" patches, meaning you need to manually select the beta patch, before it's officially released, but they are open to everyone who select them.

Re: Galciv III and most other games&software: if it works on Windows 7/8/8.1 without a fuss, it will work on Windows 10. IIRC, in GC2, a defense provided 1/3 of its efficiency against other weapon types. 100 armor would provide 33 defense against missiles. Is that still the case?
