Ok, tested the Ultimo save game on two computers. #1 AMD-A8 6600k 16gb RAM DDR3 Radeon 250x FPS: on average, 40fps. Sometimes a little higher, often a little under, closer to 37-38fps. As soon as I hit turn, the fps drop, and sometimes, ship movements were very jerky. Frame rate drops below 30fps when moving around full zoom out, until they stabilize again. #2: Intel Core i5 4670k

I have a Radeon 290x at home and a R7 250x at the office. I shall see if I have the slowdowns there. At home, zero slowdowns. My video card may be more powerful, but not by so much it would make a difference in a non graphically intensive game such as GC3. Anyway, I'll test it this evening and report some feedback.
Next time I see this, I will send you an autosave. Like the others, it's a rare occurence and recording it is kinda impossible unless I record the whole game. Due to the random nature of diplomacy though, it will be hard to reproduce (I could not, personally, but maybe you have ways to "force" it).

I think you have a valid point about upgrading your current ships to the same newer model. If I design a medium ship with beams and shields, I want it to updage to the next version with more beams and more shields when I have the research. That would be great.
You're supposed to use the ship designer, that's why! :P Seriously, I think the way it works, and as always worked, is that the auto ship builder will use defense for the best type you have considering costs, size and firepower. As for offenses, some ships seem pre-determined to use one weapon type, i.e. corvettes always use beam, frigates always use mass drivers, etc, etc. Anyway, I generally use pre-made ship models from Steam Work

Still there as of 1.3. Again, to reproduce: from your homeworld, start colonizing and add planets to your shipyard until you have 5/5. Then colonize the second planet of your home star system. You get 6/5 sponsering planets. The exploits work only on colonizations, not when a planet shifts to your influence.

Stardock support gave me a test savegame with the Terrans on a smallish map. I tested this through 1100 turns and had zero CTD, zero stuck turn. They could not reproduce the problem with any of my saves, yet I was able to experience it on 2 different computers. At some point, I loaded an earlier save I made, to record AI behavior, and this one got stuck too, yet originally, I played beyond that.
You could try refreshing files in Steam. Right-click the game in Steam, properties, local files, verify integrity of game cash. The game stuck is a known issue here: forums.galciv3.com/471191/page/1/ but if you have any more date, please submit a support ticket to Stardock. For Ultra-terraforming, the tech was removed from the game in 1.3opt-in#2, so you have an older game. If you start a new game, the tech simply won't appear :)
