Watch the temps and the fan speed. I have an HP with a BIOS problem where it is not controlling the fan speed properly in some conditions and it starts overheating, even without any games running. I have to check again for a newer BIOS. I upgraded its BIOS once and it did fix part of the problem.

I think you are all missing one big important point. Sometimes the OS can throttle performance simply because an OS setting is too constraining. MS recommends that the setting for "virtual memory" be 1*RAM for "initial size" and 3*RAM for "maximum size". This is such an easy, quick, and inexpensive thing to check that I am surprised to see so much resistance to doing so. The speeds and refresh rates you mention shows that your CPU is still being seriously constrained. Again, I think you should take a look at your system's "virtual memory" settings (on Win8.1 -- Control panel -> all control panel items -> system -> system protection -> advanced -> "settings" under "performance" -> "change" under "virtual memory -- sorry, I don't know the path on Win10.). I find that I MUST micro-manage some of my ships because of the inability of the game to manage ship movement at least as well as GC1 and GC2 did. Two ship modes are of particular concern: 1) Ships in the "auto-pilot" mode; 2) Survey ships auto-surveying anomalies. Since the simplest answer is more often the best answer, I think you have your problem isolated. The screen as outlasted its expected life time. While there can be a few causes to a totally dead screen, with a laptop, there is only one fix -- replacement of the whole laptop. At this point I would have to see further evidence pointing to a failure in the AMD card before I could assume it is faulty. I would expect normal display operation through the projector until proven otherwise. </

The "decommission" function has disappeared from the "command" list for some ships. I just saw it for two ships I got from anomalies, a "defender" and a "gunboat". The list looks like it has room for the function at the top of the list, but it is not displayed. Can't say I ever heard of anyone trying to do this before, but I can make a suggestion. Send it to the shipyard sponsored by your trade world and put it in orbit. Then launch it. Will a menu appear that asks you to assign it to the world you want it assigned to? Anyway, this is what I would try. I have no idea whether it will work. I really don't think so, but it sounds like as good a guess as any. I do not let my survey ships travel that freely. If the same might be true for colony ships, then perhaps that is what is happening, but, let's face it, such a message for such an occurrence, regardless of the ship class, goes beyond confusing.
