What annoys me the most about land improvement is having available low level improvement and planet refuses to let me use it! But yea, getting multiple land improvement techs before using is handy because then you can preview what its allowing for the more advanced techs and that helps you decide what to do with the lower level techs. Sometimes things you would expect the higher level improvement would allow, inexplicably it does not, and you like 'DOH'
One simple solution that should work is incremental difficulty levels. After x number of turns, the AI difficulty level goes up by one level! You could tweak it to delay the level up if the AI power rating is x amount higher than the player. So whatever happens, the leveling mechanism is going to try to keep the game interesting and avoid it becoming too hard or too easy. Another option which would be fun.... AI discovery of

Plenty of other games designed to do what your asking, but not so much what this game is about. I used to play games called X2 The Threat and x3 Reunion. You cannot take down capital ships with a small fighter in X2, but in X3 they massively nerfed shield recharge rates, so if you got the time and the patience, you can do it!

Just pile them all onto an inconspicuous spot on the ship, that's what i do. Its very lucky they let you put multiple items on the one attachment point... especially when your adding defense modules late game with huge capacity!!! lol

On ideology.... i always go for pragmatic first up in order to get the three free constructors. Two go on finding thalium and promethium which i then use for my second survey ship of the game... nice and fast with promethium, brilliant ship to have early game! Then the third constructor i send out for range extension. After that i go for the benevolent and pragmatic Ideology structures.... i make sure i get those structures to ensure ideology does not end up stalling at any fu
