Unfortunately WAD as this was another fix that messed up the techs. The Tor that live on an ocean world can research it even though Ocean worlds should not be extreme to them but Carbon Based life forms have no access to the tech. IMHO this was a poorly thought-out way to achieve their goal of different races having different techs, again IMHO this was a good idea just the implementation is poor at this point.

It will not be on Steam as the Beta it will most likely be there when released to the gaming populations. There are many discussions of this. What it boils down to is that because of the Steam review system is a POS, Stardock does not want every butthurt poster to put up a negative review for a game, they first have not played because second, they do not even own it but have heard from a friend of a friend whose cousin heard that something is in the game they do not like
