I've played 3 games recently where my political party has been universalists and I have also chosen an addition +25 luck for the terran race. It seems though that with only +25 luck as a part of the Universalists I was really lucky, getting precursor ships all the time, planet quality bonuses...etc However when I went and added the luck bonus to the Terran race attriibutes, nada, nuthin....no luck at all. Could this be a bug where +50 luck is actually less luck y than +25 luck? Anybody else

Apollo, i too have thought that large empires such as Apolyton should have a limit imposed on their size but if you look at the scores its entirely possible for an empire of half the size of Apolyton to overtake them in the rankings. Its all about how active your members are. I would imagine that only half of Apolyton's members are even active. Can't really say anything in regards to sector sweep as I don't ever use it but regarding governors, they basically set up an autobuild queue for each colony. I think the default gov is Ford. Every project you select under the gov screen becomes the priority build project for all colonies uder that governor. However it will not replace the currently building project. Check the colony details screen to verify which gov your colony is under. Now that all applies to social projects u

It seems to me that most of the top empires are region related, #5 Midwest Confederation - Midwest USA, #4 ANZAC - Aussies, #3 G.R.O.S.S. - elementary schools across the world ( how else can you explain their name....G.et R.id O.f S.limy alienS.....come on), #2 European Alliance - Europe, and while Apolyton is #1 and not particularily region related, how personal can an empire with 80 members be. So my suggestion would be clearly to go with the Midwest confederation if you are working in the US

The key to not being bullied when evil is to have a strong military. The trick is that the AI cannot distinguish between a "paper tiger" military and a real ass-kickin military force. That is of course, unless war breaks out, then you're screwed. Thus, I frequently find myself building up a massive fleet of lowly starfighters (and Battleaxes when available) early until my military strength on the graph is close to double that of my nearest competitor....its really not that hard to do...of cou

I feel the same way about the need for a pure defensive ship for use against the avatars and overlords. In my experience I usually start with Axes and then upgrade to dreadnaughts for defense. I have come to realize though that for defense of colonies, a good defense is not the only thing you want, due to how the combat system works in GalCiv. You also need a good attack rating to have an efficient defense becaue after the first round of attack, where your defensive value is versus the attack

The "paper tiger" starfighters aren't completely useless though as when I get dreadnoughts I trade them away to weaker civs for tech or just to improve relations. I've just found that its close to suicide to wait too long before building up your military rating somehow, someway. It just seems like they need to adjust the rating beyond the cumulative value of your attack (and defense in 1.4)....not sure how though.

When I first started playing I figured the best way to start would be to build ships to defend my planets, such as the BattleAxe. I noticed today that ships orbitting systems with planetary defenses/star system defenses/omega defense have their attack values alterred by these social improvements rather than their defense as was intended. Don't know if this has been brought up before.

Will that also fix the bug that prevents you from using destabilization on the minor races as well? In my experience when you try to adjust the slider for destabilization for one of the minor races it instead ups the destabilization for one of the major races. Sounds like the same or related bug to me.
