I would be willing to bet that I am more amenable to reasonable compromise than the power players that are pushing for the nerf. First of all, the largest sensor buoy I have built (I have never rushed built) was 22 hexes I think at about T10. It certainly was nowhere near 40. In the earlier betas you did have to have XA. I think they changed it about the time they changed to tech tree to include the exclusive choices.
Mars will produce at least 100 research points when you make it a specialty colony, or you can build factories and sponsor the earth shipyard and build ships much faster. It is not going to be a power house but it can help you early and it will terraform up to 12-13 later.

The AI is supposed to be subject to the fow on the normal setting, but they do make you wonder sometimes. :)

I didn't see anything in the patch note either but maybe it will be fixed. It has been mentioned in dev streams but there seems to be a reluctance to see the problem. :)

This is a game bug where after 5000 the power rating resets to zero and the poor AI thinks it is screwed. Maybe it will be fixed in 1.1
