The only way I can compete on godlike is by timing the pragmatic ideology trait perfectly. You want to hit it at bout turn 50. That's about as far as I can normally push it before drengins or yor declare war. Spend the next 30 turns minimum just smashing out tech and economy. At turn 30 of enforced peace, start researching military tech. At turn 40-45, swap to building out the biggest military you can get at the tech level you have achieved by roughly turn 90. Well, one per planet per tech age would be OP, but three tiles total is really underwhelming - especially on any of the larger map sizes - even if they can be placed anywhere. Surely there's a happy middle ground here?

Well, I agree for patrol ships and offensive invasion fleets. Small ships could really find a niche in key planet / starbase / shipyard defense though, where their lack of movement but superior fighting capability would make them extremely difficult to dislodge
If they allowed more than 1 shipyard per planet small ships would be really good. But, they dont, so...
It would be good to get ideology balance looked at. Some low level perks are way better than their later counterparts..

Retreating wouldn't be that hard to implement. Just needs some chase down mechanics, and new tech/devices that prevent warping away (retreating). Maybe in the jamming tech line.

exactly tung. The issue is not that you can build really powerful ships. The issue is that the colony module is too light, or the cargo ship able to carry too much mass, too early in the game.
I think the simple answer is to have cargo hull mass scale with current level of hull research. start it at literally just enough to fit a colony/constructor/trade etc module on and that's it. then, add another 10 or 20 mass when small hulls get researched. Another 10-20 when medium hulls are researched. Etc etc. problem solved. Want to expand to a planet 100 tiles from your border? Either research hull tech or prepare the constructor chain spam!

I actually think it would be far more relevantt if your ideology was reflected in your play. Playing malevolent? Peacetime should have a negative modifier to your empire. Vote in the UP to help a benevolent race? subtract malevolent, add benevolent. pPlaying benevolent? Starting a war should give you some sort of negative modifier.
