It is hard coded that way based on value, defense and threat. I believe it is well documented in the wiki

I agree with many of the points (grips) and the game still has many bugs. However i think it is only fair to point out SD has released many free patches and is likely to continue to do so. I don't know of another game co. that is so responsive, but the number of issues, both trivial and major, is disappointing .... for me its a love hate relationship. I had MANY crashes and lock ups prior to the latest patch, seems very stable now. There are good trouble shooting tips in this link, it also tell you how to submit a ticket. Yes i get the picture and like your story lines. But what i was trying to say (and not very well) was about diplomatic relations with other factions. e.g Unification:- you might get a diplo + from factions that are at war with the civ(s) who's planets you you took but a negative from that civ. and Command Economics might not have any impact on other faction diplo relations with you.
