It should be hard 50% reduction no matter what. The way it work right now, you can counter it quite easily.

I have mixed feeling about this. You shouldn't take Steam forum seriously for one. Place is like a pile of toxic wasteland. I'm sure you have your reason why you going to abandon GC3 and start a new one. There is so much updates, fixes, improvements you could make before it hit it's limit, to the point that starting over and reconstruct the entire thing is better than sticking with the old one. Most of other games that use tile movement allow you to hold right-click to preview your movement. It is odd how GC3 not doing this.

I though in 2.13 SD gave all galactic wonder that offer no bonus a small bonus? I didn't check them in the game yet but if the wonder offer one time bonus like the one that give you class 10 planet, you can destroy the wonder after that. Some do not allow you to destroy it however.
Even with rare star, a lot of them still spawn. It just enough to create a gap between each system so things are not too cluster to each other. At lease it made me not encounter other major race at neck breath distant. I really would like to have only one massive blackhole since 10-20 blackholes spawn in same galaxy make no damn sense.

Rare Star help separate how close each star system will spawn. I always play with it. Cluster settings. Scatter spread things out evenly/randomly, like how you drop green pea on the floor. Loose Cluster make a group of star system spawn close to each other then separate it by void of nothing. Help creating buffer zone where there is nothing but empty space.
