1) Civilizations that have left the UP should not be allowed to trade, I include here trade by freighters and diplomacy, with those that are still members. I know that when a civ vetoes a vote they leave and cancel all treaties with those still in the UP, but it is very easy to reinstate the treaties. Either use Steam Workshop and subscribe to different civilizations, or use Gauntlet's Race Mod .
Now you can have more starbases per planet since the limit distance between starbases has been reduced. They plan to implement an administration system that among other things will limit the number of starbases a civilization can have. But it is not yet implemented. The AI has been improved, but without specifics I don't know if it's in ways you care about. They are more resistant when you try to culture flip their worlds for example.

1. You know I just realized it feels a bit strange being able to access the bazaar before researching Universal Translator. 2. Even if all manufacturing is set to social a shipyard will still receive 1 manufacturing point if the sponsor planet has distance decay.
A Thalan trade ship arrived at one of my colonies before I even met them. I also don't think any of their ships saw my planet. A pirate ship that followed one of my constructors attacked the starbase it created. It failed, but I don't recall seeing them do that. It was interesting.
Started a new game to see what changes the update to the opt-in added. Research speed seems better now, but I have few planets due to playing with rare planet setting. I will see how it goes.
It is working, it just isn't displaying that the improvement is finished. Exit the colony and you should the improvement as rushed.
