So I wanted to check the Vault to see if there was anything new and there is nothing there, all the files are gone. Doesn't really affect me since I have them saved on my PC just wanted Stardock to be aware of the problem.

You are making a mountain out of a molehill. There already is a thread on 1.7 Hotpatch #1. It was posted about 3 hours ago here. They(Stardock) post more on the Steam forums because here(on the official ones) there are a lot of fans that answer questions for them.

I'm not sure if this is a bug or working as intended. But I've noticed that after asking a civilization for financial aid and receiving it I can't form any kind of treaty, I've seen this affect open borders, non-aggression, exploration, with that civilization until it is over.
The text for the population tool tip has every word on a separate line.

Currently AI opponents do not pay maintenance for ships that are stationed, this applies for all difficulties. While this would be OK for higher difficulty levels, normal and below this should not be so. From GalCiv3AIDefs.xml Maintenance <
It is possible to upgrade a mercenary when it is stationed. I have tested with colonies, starbases and shipyards, and with all of them it works. I thought the treaties worked both ways. So all this time I've been making my opponents stronger. Oops. I have seen the AI research treaties, that is how I have access to all 3 at the same time. Edit: Thinking about it, are you sure that's right? I remember being able to give and receive treaties, however I haven't seen the treaties on the AI's side in some time, even if I know they have it researched.

It's possible to obtain 0% decay no matter what the distance is if you have one of the racial traits of the Terrans, Engineers I think it was called, and a Pragmatic ideology trait.

I have a trade route with the Arceans that isn't displayed in the Trade tab or getting the diplomacy bonus for it. The Alliance Focus specializations don't seem to unlock anything.
