Are you playing with the opt-in hot-patch? There were some issues with ability techs that it fixed.
Check if your antivirus didn't blacklist GC3, it wouldn't hurt to whitelist it just in case. If it's still not working try verifying integrity of game files.
Port of Call is now one per player. So you had one built and can not build any others.

[/quote] There's this artifact that generates wormholes and you can use it on someone else's ship. The AI is most likely using it on yours. It once did it to a colony ship of mine before it arrived to a planet.
First, are you using the opt-in? Don't think that's causing it, but it might force Steam to download files it didn't. If that doesn't work go to steamapps\common\Galactic Civilizations III\Tools and run EverythingButCampaignData.bat

Usually I like to play as the Terrans and play a more diplomatic game. But I though I'd try something else for a change and started a game with the Drengin Empire on a ludicrous size map with galactic conquest as my objective. Try creating a mod in the mod folder and not modify the files in the games folders.

Are your drivers up to date? Another thing you could try is to verify the integrity of game cache, but I'm not sure that will help. Last resort would be to uninstall the game, as detailed here under The Purge and then install the game again.
To verify cache integrity right click on a game in your Steam library, Properties, Local files tab and then click the Verify integrity of game files.
That's odd, you mean you can't trade for credits or use them to trade for things? Could you post a screenshot? First solution I recommend is to verify integrity of game cache, start a new game and see if the problem persists. If it does make a ticket to support with a save game attached.
