Hi, Are you using any mods (xml mods that are not on the workshop) that include a ShipBlueprintDefs.xml? Designs you get from the workshop are ships only, they should not be effecting loadouts. If I were you I would search the Galactic Civilizations III steam folder for ShipBlueprintDefs.xml (If it shows more than 1 result you need to pick the one from the newest expansion pack), open it in a text editor and search for, AssaultFighterBlueprint, check to see the load ou

To get unique Improvements you need to link them to an existing Ability or create a new Ability and grant that to your custom Race. You would add the Ability as a PreReq for the Improvement.

Tourism * Total area of Influence = Tourism Bonus (x2 if all influence is conected to capital). Planet Only. An it can get to be a huge bonus, OP bonus if done right. Nothing needs fixing. If they were all Multipliers your tourism income would be 0 forever. 50% of 0 is still 0, you need the Flat bonus. Toursim does not require to be enabled anymore (that is a UI bug on the tech tree). Ryzen 2700x, 32gigs 3ghz ddr4 RAM, RX580 on samsung sata SSD's all in a Asus Crosshair VI Board, all using latest drivers and bios patches. I get the same results as you, I also upgraded from an old gen AMD Unit (8350 cpu and 32 gigs of ddr 3) but 2 years ago now, it made a large difference at the time, less so these days tbh. We are not the only ones and it is not limited to AMD systems theres a few over on steam with mid-high end intel systems suffering the same issue.
ShipBlueprintDefs.xml contains all that data. I have an edited version in my Looks like Galactic Star Trek mod pack in the modding section. It basicly makes the AI build ships like I do, or used too had to change tact a bit after changing it, which I guess was/is the point, I am forever tweaking that file. Its located in the UCP_Combat module of said mod pack. Its has been restructured and commented with headers for each group (Role mainly) of ships, the default file is a bit jumbled.
You can not edit savegame files. Each save for each game contains all the data for that game, right down to all the xml files/edits made. They are then compressed, alot. (You can open a save in winrar, but it contains no relevant stuff, some txt files and another compressed file you can not open)

Everything stacks. Modules, Starbase effects, Improvements and other stuff, its a stacking game. All weapons do not have the same cooldown, fire rate or accuracy. Where did you get that bit of false intel? Well it is not false it is a down right lie. Kinetics are by far the best weapons in the game. Fire Rate. 4x faster than missiles, 3x faster than beams and they get best augment modules. Alot of stuff is broken/very unabalanced with vanilla. It is why Crusade and Retribution

They are not pure documentation, editing them usually ends wth a hard crash. That tells me they do more.
