Scarebear is correct. You use the noise filter. It also is what a lot of people use for the brushed metal effect, which is produced using the noise filter, then a motion blur. Using a Guassian blur produces a nice texture too. Worth experimenting with.
He's pretty sharp for an 89 year old.

Bill works for The Skins Factory, and has been part of that for some time now. The majority of their WMP skins graphics from the last year or two are his awesome handiwork.
You need to unlock the taskbar by right-clicking it and selecting that option from the menu, then you can drag the sections to resize and reposition them how you want them to be.

In the current alpha state, non-translucent borders are a requirement, to maximise backwards compatability. Also, tool windows still use those for their borders, instead of per-pixel. So new skins developed for WB5 are very likely to still work ok on 4.x.

He was regarded as one of the greatest guitarists in the world, and in the late 80's he landed a gig as the guitarist for Dave Lee Roth, only to find out a week later he had ALS. There's a good OSX theme available for DX already, i think it's called SophOS or something similar. It's a pretty good replica right down to a dashboard-widget bar at the bottom and a dock.
If you manually put the font in the folder, you just add the attribute that installs it, and you're all set.
