The first screen snapshot shows what my citizen display looks like. Notice that it says that I have 5 citizens out of a maximum allowed of 9, but only one citizen is displayed. However, if I hover my cursor over the black areas where the other 4 citizens should be, the popup shows the missing citizens as shown in the second screen snapshot below.
I believe the problem occurs when you open the planet management screen for a planet that has a small number of citizens (in this case only 1) and then use the arrow icons (or keys) to go to the next planet without leaving the planet management screen. Even if the next planet has more citizens, the display will only show the number from the original planet.

To reproduce the issue after loading the save file, follow these steps:
- Locate the planet named "Ankra VI" (it should be easy to find because it is early in the game and I have not colonized very many planets).
- Double-click on it to open the planet management screen.
- note that it only has 1 citizen
- Either hit the right arrow button on your keyboard or click on the right arrow in the upper left-hand corner of the screen.
- this should change the planet from Ankra VI to Iconia
- Now when you look at the citizen display you will see what is in the screen snapshots below.
If you exit the planet management screen and then double-click on Iconia, the planet management screen will correctly display the 5 citizens so I believe the issue only occurs when you change planets within the planet management screen.
P. S. I have previously reported a similar issue with the ship designer where it does not display all of the component icons at the bottom of the screen, but if you try selecting other ship designs with more components you will eventually be able to go back to your first ship selection and see all of its components.
