If you liked GC3 I'd be surprised if you didn't like GC4. It's a good 4X game and a lot of fun. On the other hands, you'll mostly get biased comments over here since mostly fans of the game hangs around here. 
If you do get the game, don't hesitate to hop on the GC4 discord, there's a lot of helpful people around over there.
