DId you do something with your 10 legions you get when researching Planetary Invasion? Because you cannot build transports if you have no legions in the global pool.
I got Brindle's Observatory quite late in the game, all planets (even extreme ones) that I can see are already colonized. So it should be no problem to see a new, uncolonized planet ...

If you hurt Stardock financially by removing good reviews then you decrease the probability that your complaints are heard because SD won't / can't allocate as much resources to the game. Apart from that it's very subjective what a player sees as fun crippling and what not. SD cannot satisfy all wishes.

Did you start a new game after changing the XMLs? The Mod location for Intrigue is still "C:\Users\ \Documents\My Games\GC3Crusade\Mods". I accidentally left my old Crusade mods there and they worked under Intrigue ;)

Playing the 3.03 opt-in as the Terran Resistance I can build the Import Export Center twice. With other civs that happens with other player unique buildings also.
As I understand it all five points from Brad's post will be implemented, and he asks for more things that we would like to see. Two points I would love: - Let ship weapons fire individually (would have a large impact on ship battles and require a lot more thought on how to build ships since the formula "the bigger the stronger" would not work any longer). - More mystery: more variety in anomalies, more special anomalies that are very rare, more sophisticated story snip
