i hate to say it but you're most likely out of luck. WB5 has a MEGA hard time with onboard graphics. you should check into what graphics cards or...if any...onboard chipsets are supported. you may need to splurge on a better graphics card. you need to have a card that supports "per-pixel alpha" times are changing my friend...onboard graphics aren't really good for anything other than running basic windows.

from a skinner's standpoint i will say that the community as a whole has become so much pickier than they have in the past. i'm not sure what the reason for this is. perhaps it has to do with what they feel is a "lack of quality product" coming out going back to the "boredom level" comment. it's almost as if they don't find anything they like, some of the ruder users will take it out on the artists. it's becoming such a chore to make something nowadays

easiest way to get rid of the archiving on the square images is to turn off anti-aliasing before you draw the box. photoshop is trying anti-alias the edges of your image to make it look "smoother". this works best for squares and lines, not rounded items. don't bother saving your images as .tga's either. save them as .png's and import them into skinstudio. skinstudio will convert it to a .tga for you.

from the looks of things, you have a caption background for the titlebar text. if that is the case make sure you have the "translucent" button checked also, double check the content margins for the content background. additionally, the content background and and the titlebar NEED to be the same size vertically...otherwise they will fight each other and produce the effect you have here. you may also want to go to the visibility setting for the content b

perhaps a "report user" link might help. the rude commentors basically have free reign to post whatever they'd like, whenever they'd like. the only hope is that a moderator finds this and takes care of the issue. i understand that WC needs subscribers and that banning someone should be a last resort.
