(if they are really keeping mining starbases at all, i kind of think they should get rid of them and have mining ships instead that might require local starbases for range or storage etc) couple of things, i agree that starbase spam comes from resources. i think they should up the amount of resources given by one starbase and reduce the number of resources that show up on the map. make it more about controlling the resources out there and not about being able to spam starbases.

Why not make this a treaty/UP law. You can sign "respect sphere of influence" treaties with people and then UP can also propose it as a law "we all respect eachothers sphere of influence"? Either way, violating the sphere of influence with ships should result in a diplomatic penalty, as should building new foreign starbases and stuff without treaty. The AI should then just be modded to follow those rules based on ideology, malevolent do not care, benevolent will respect other benevole

Not sure if this belongs in the Mod subforum: Are there plans/is there a schedule to release something like a galaxy editor? Specifically to have fixed starting positions and planets/resources etc. beyond randomly generated. Would be very helpful to build custom maps that are balanced or play out certain determined scenarios.

i wish you could just link it to planets production and build modules like ships at a shipyard, with the option to rapid 'buy' modules. on an insane map when you have 100+ starbases the tedium makes it unplayable. i'd keep the same system if you build advanced constructors to be able to build more than one module though.

Change your galaxy type to spread out the planets and have few habitable planets and more extreme planets relatively speaking. Then your strategy doesn't work. In a galaxy with abundant habitable planets, this is definitely the way to go. In a game where you might have to research just to be able to discover the next habitable planet, not so much.
